The primary purpose of this position to serve as Partner Nation Theater Security Cooperation (TSC) expert and planner for the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM), J4, Directorate of Logistics and Engineering, J49, Security Cooperation Division.
Duties
Serves as the Logistics Theater Security Cooperation Planner. Plans, directs, coordinates and executes the Military-to- Military TSC and BPC programs to ensure logistics interoperability with the Mexican Army, Navy and Air Force, collectively known as (MEXMIL) and the Royal Bahamas Defense Force (RBDF).
Plans, directs, and manages daily J4 Theater Security Cooperation Military-to-Military activities Traditional Commanders Authority and NDAA-17, 333 execution.
Serves as the Special Programs and Agreements Manager. Serves as the command SME, administrator, and manager for the Support Agreement Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the theories and principles of logistics management through all project phases, and the Foreign Military Sales process. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, and organizations that govern, interface with, and/or influence the logistics management program processes. Comprehensive knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use. Expert knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex logistics programs. Ability to apply knowledge to design and conduct comprehensive studies of logistics management information systems analysis issues for which boundaries are extremely broad and difficult to determine in advance. Expert knowledge of DoD Logistics doctrine, regulations and National Laws that impact or influence DOD security cooperation and planning within the USNORTHCOM AOR. Knowledge and ability to apply federal and DOD security cooperation authorities, policies, directives, instructions and laws that enable or constrain operations in support of Theater Security Cooperation (TSC) partner nations. Expert knowledge of analytical and evaluative methods required to support the development of strategic military-to- military and BPC plans and policy in support of NORAD and USNORTHCOM Homeland Defense. Thorough knowledge of various federal and state equities, capabilities, and forums (i.e. Border Governor's Conference , Borders 2020, associated knowledge exchanges and similar seminars/exercises /conferences); other unified commands; the military services; USNORTHCOM components; the Department of Defense; Mexican and Bahamian militaries. In-depth knowledge of the support organizations and their roles in order to lead national and regional level military - military and BPC planning efforts among supporting Global Combatant Commands, military service components, federal, state, and local agencies for national and regional level civil support planning efforts that result in changes or adjustments in national level strategy, policy, or resource allocation. Knowledge of Department of State (DOS), Department of Homeland Security (DHS), and DSCA policies, processes, associated laws, treaties, and agreements, which link to potential DOD humanitarian and disaster relief operations. Knowledge of a wide range of all service military technical methods, principles and practices including the Program, Budgeting and Execution System (PPBES).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of foreign affairs related to Partner Nation assistance and the United States government's systems and procedures for international engagements including the roles, missions, and organization of the Services, Combatant Commands, Defense Security Cooperation Agency, federal, state, local, nongovernmental agencies and Partner Nation organizations.
Ability to work independently and with minimal oversight in a complex international environment with senior representatives of PN military and governmental organizations and domestic (federal, states, local) interagency representatives.
Knowledge of a wide variety of logistics support activities including, but not limited to, determination of funding requirements; DOD and Federal Interagency supply support systems; strategic level integration of DOD core logistics functions, and strategic logistics initiatives. (i.e. ACSA Program, APACS Program, NDAA17, and Socium.)
Ability to organize and lead special study teams comprised of functional subject matter experts from a variety of federal and DOD organizations and commands; ability to analyze, organize and present data and findings, and offer proposed recommendations to executive level decision makers for both strategic and operational problem sets. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, monitor progress and evaluate outcomes.
Skill in integrating and synchronizing the activities of multiple agencies and departments. Ability to communicate effectively, both orally and in writing, to express ideas, policies, and doctrinal issues, negotiate controversial topics, provide training, and prepare executive level presentations.
Skill in preparing, organizing, and briefing complex quantitative and qualitative presentations at the senior executive level concerning sustainment and theater distribution concepts. Knowledge of US and NATO priorities and requirements for the inclusion of Partner Nations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
