The primary purpose of this position is to serve as the Branch Chief for Installation Host Tenant Support Agreements (HTSA) Branch, supporting all of Space Base Delta 1 (SBD 1), encompassing 51 Space Delta's, Space & Airlift Wings, Field Commands, Combatant Commands, Geographically Separated Units (GSU), and installation mission partners and staff agencies. Duties

The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting! Plans, organizes, and directs the activities of the SBD 1 Host Tenant Support Agreements Branch encompassing 51 Space Delta's, Space & Airlift Wings, Field Commands, Combatant Commands, Geographically Separated Units (GSU), and installation mission partners and staff agencies. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents SBD 1 with a variety of installation, headquarters, and functional area organizations. Actively participates in short-term and long-range support agreement planning to improve organizational direction and focus using effective planning tools and techniques through unit Staff Assistant Visits (SAVs), Higher Headquarters Inspector General (IG) compliance evaluations, and Functional Area Agreement Coordinator (FAAC) training.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of logistics management planning and execution. Practical knowledge of systems subsystem and/or commodity design along with familiarity of specifications and understanding of maintenance requirements during the stages of life cycle logistics. Knowledge of the Federal, DoD, and Air Force planning, programming, and budgeting process (PPBE) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve plans, and in developing and modifying work methods. Knowledge of support requirements related to the sustainment activities to provide coverage of funding, and a variety of other technical support activities. Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in weapons systems management with regard to sustainment programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Incumbent must have the ability to effectively lead and operate in a fluid organization and the ability to deal effectively and successfully in confrontational environments, changing requirements and at all Department of Defense (DoD)/non-DoD and host nation staff levels. Extensive knowledge of SBD 1 and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of support agreements related to actual events. Comprehensive/Expert knowledge of logistics management principles that involve planning, coordinating, or evaluating MOUs, MOAs, and support agreement concepts, policies, instructions, and regulations pertaining to the Department of Defense Intragovernmental, Intergovernmental, and Non-governmental Support Agreement Program. Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning installation and geographically separated units support requirements. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skilled expert in complex operational data analysis and production of detailed reports applicable to all HTSA Branch operations; demonstrated skill using data manipulation and extraction techniques to locate and access information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
