The Primary Purpose of this position is to serve as a authoritative expert advisor to the Logistics Plans and Operations Division/J43, Joint Logistics Operations Center (JLOC), and Directorate of Logistics and Engineering/J4 staff regarding all aspects of major-command level Homeland Defense and Defense Support of Civil Authorities (DSCA) exercise planning and training.

Duties

Strategic Exercise Planning: Plans, directs and coordinates, on a North American Aerospace Defense Command (NORAD) and USNORTHCOM Homeland Defense and Defense Support of Civil Authorities (DSCA) basis, the design of logistics exercises to ensure that the highest levels of readiness and training are maintained across the Commands. Logistical Readiness Operations: Directs mission analysis and develops Joint Mission Essential Tasks (JMETs) for accomplishment of various N&NC, Joint Staff and DOD readiness and training goals and objectives. Technical Training Expertise: Serves as a NORAD and USNORTHCOM J4 Subject Matter Expert (SME) on all logistics training issues relating to NORAD Forward Operating Locations (FOLs) and USNORTHCOM Service Components operating bases and key logistics nodes. Global Integration Expertise: Serves as the NORAD and USNORTHCOM J4 Subject Matter Expert (SME) on the Chairman of the Joint Chiefs of Staff (CJCS) strategy toward global integration to enhance Department of Defense (DOD) strategic planning and execution.

  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain (cond't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Joint logistics doctrine, Federal Logistics doctrine, regulations, and National Laws that impact or influence Department of Defense (DOD) logistics support operations and planning within the Homeland. Comprehensive knowledge of federal and DoD authorities, policies, directives, instructions, and laws that enable or constrain sustainment of DOD Title 10 forces within the Homeland and with North American Aerospace Defense Command (NORAD) or Theater Security Cooperation partner nations. Expert knowledge of analytical and evaluative methods required to support the development of strategic logistics plans and policy in support of NORAD and United States Northern Command (USNORTHCOM) Homeland Defense and Defense Support of Civil Authorities (DSCA) plans as well as the Theater Campaign Plan. This shall include Secretary of Defense and Joint Staff level synchronization and global integration of national and Combatant Command (CCMD) logistics plans. Expert knowledge of national security documents from the National Security Council, Homeland Security Council, and Office of the Secretary of Defense necessary to assess and interpret National Military Strategy and how it impacts strategic logistics planning and operations for NORAD and USNORTHCOM (N&NC) Homeland Defense plans and operations. Complete knowledge of the joint command and control process, military joint operations doctrine; interactions between the Chairman Joint Chief of Staff (CJCS) logistics planners, and how to lead integration efforts among headquarters (HQ) NORAD and USNORTHCOM, NORAD Regions, Service Components, DOD Agencies, and other national emergency agencies. In-depth knowledge of the roles and organizations so as to lead national and regional level logistics planning efforts among supporting Global Combatant Commands, military service components, federal, state, and local agencies for national and regional level homeland defense and civil support planning efforts that result in changes or adjustments in national level strategy, policy, or resource allocation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of joint logistics management principles, concepts, policies, and regulations. Knowledge of DOD and CJCS publications, directives, and regulations. Ability to analyze and evaluate logistics training programs and activities. Ability to direct and manage complex training studies and analyses that involve collating and coordinating multiple disciplines and practices within the logistics community across various groups and directorates for the purpose of developing and revising strategic and operational logistics training support concept plans and Joint Training System Analysis. Knowledge of a wide variety of logistics training activities including, but not limited to, determination of funding requirements; DOD and Federal Interagency supply support systems; strategic level integration of DOD core logistics functions. Ability to organize and lead special study teams comprised of functional subject matter experts from a variety of federal and DOD organizations and commands. Ability to analyze, organize and present data and findings, and offer proposed recommendations to executive level decision makers for both strategic and operational training problem sets. Knowledge of DOD and CJCS publications, directives, and regulations. Knowledge of standards, policies, and processes required to create logistics-focused performance metrics to improve strategic training planning initiatives and operational level logistics execution. Skill in oral and written communication. Skill in preparing, organizing, and briefing complex quantitative and qualitative presentations at the senior executive level concerning sustainment and theater distribution concepts. Skill in maintaining readiness assessment status via automated systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
