This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:
Serve as a Financial Administrative Specialist at the United States Legal Services Agency (USALSA) Resource Management and Budget Division.
The position is located at Fort Belvoir, VA.
Duties
Provide financial administration support to the procurement and budget officer on all procurement requirements.
Initiate spending chain transactions to ensure each transaction is committed and obligated against the appropriate line of accounting.
Monitor and track obligations and expenditures throughout the budget process.
Coordinate with key officials relating to funds availability, limitations, and ceilings.
Ensure all contracts and financial data is secured and maintained for audit purposes.
Advise customers when a contract should be awarded versus a government purchase card (GPC) and miscellaneous payment type.
Monitor contract status and assist departments in answering budget related questions.
Carry out all duties associated with being the Lead Defense Travel Administrator.
Provide guidance to employees on the appropriate use of a government purchase card.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Must be able to obtain and maintain a secret security clearance.
- GS-9: must be able to obtain FINANCIAL MANAGEMENT Level 1 certification.
- GS-11: must be able to obtain FINANCIAL MANAGEMENT Level 2 certification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09:
Specialized Experience: One year of specialized experience which includes assist with the acquisition of services, products, and/or supplies utilizing financial systems; aid travelers by maintaining travel profiles, delivering training when necessary and/or providing first line desk support; analyze information contained within various financial systems to prepare budget reports; and explain regulations governing a purchase card program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Economics or Accounting. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes: utilize financial systems such as the General Fund Enterprise Business System (GFEBS) to acquire services, products, and/or supplies; assist management with the development/implementation of a broad resource management program; oversee all aspects of a travel program for an organization; and utilize analytical and evaluative methods to administer a purchase card program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Economics or Accounting. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
