You will serve as an Intelligence Specialist with the Naval Criminal Investigative Service (NCIS). All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. This job will close when we have received 50 applications which may be sooner than the closing date.

Duties

You will serve as the primary analytical liaison to foster engagement, info-sharing and collaboration between Naval Sea Systems Command (NAVSEA), NCIS, DOD and USG working groups. You will engage NAVSEA, NCIS HQ, and field offices to identify acquisition programs with Critical Program Information (CPI) for assigned NAVSEA, as baseline to prioritize protection of the most sensitive Research and programs. You will strengthen NCIS understanding of command authorities, capabilities, limitations and procedures and educate command on NCIS mission and operational priorities. You will independently ensure communication and facilitate Requests for Information (RFIs) between NCIS and assigned NAVSEA. You will facilitate coordination between NCIS and NAVSEA on active investigations, operations and Counterintelligence (CI) RDA intelligence products. You will provide analytic support to NCIS and joint CI RDA investigations and operations that support protection of critical United State Navy (USN) critical program technologies. You will provide analytic feedback, both formal and informal, to increase knowledge of program requirements.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing research analysis on cyber, counterintelligence, counterterrorism, and/or criminal intelligence matters relating to political, economic, social, cultural, geographic, or technical issues; Ensuring that intelligence data is properly classified, stored, and handled in accordance with applicable laws, policies, and regulations. Researching, selecting, and compiling intelligence information; and navigating specified intelligence databases and message handling systems.
