The primary purpose of this position is to: serve as a senior intelligence specialist and Deputy for the Air Force HUMINT program.

Duties
DUTY 1: As the Deputy Chief of the Air Force HUMINT Program, serves as an Air Force senior advisor on all aspects of HUMINT, to include collection techniques, collection management, training, vetting and associated policy, overnight, and guidance responsibilities.
DUTY 2: Collaborates with Intelligence Community and mission partners to integrate Air Force HUMINT and associated Air Force ISR requirements.
DUTY 3: Serves as Air Force HUMINT Program's primary resource Program Element Manager.
DUTY 4: As the Deputy HUMINT Tradecraft Advisor, serves as the Air Force's expert on HUMINT collection techniques and procedures shaping all aspects of HUMINT programming.

- Expert skills in building teams, and demonstrated ability to plan, lead, organize, and manage multiple time-critical projects with minimal supervision.
- Experience working with Interagency partners and US Embassies through Air Attaché experience and/or through Foreign Area Officer experience is highly desirable.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- An advanced intelligence-related or professional/scientific degree is highly desirable.
- Must be a successful graduate of a Military Source Operations (MSO) Category 1 certifying training course, to include DOQC, OTC, FTC, MOTC, DATC, ASOC, or ASOT-III.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge and experience in full-spectrum HUMINT collection operations as they relate to foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities, employment; experience conducting and leading full-spectrum HUMINT collection operations addressing Service and/or Joint requirements. Comprehensive knowledge of HUMINT collection methods, techniques, and practices in order to lead and mentor unit HUMINT collectors and ensure collection operations are conducted in accordance with DoD and US Government policies and guidelines
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Must be a Military Source Operations (MSO) Category 1 core collector with multiple tours experience conducting and leading full-spectrum HUMINT collection operations addressing Service and/or Joint requirements. Comprehensive knowledge of HUMINT collection methods, techniques, and practices in order to lead and mentor unit HUMINT collectors and ensure collection operations are conducted in accordance with DoD and US Government policies and guidelines.
Comprehensive knowledge of Intelligence Oversight, the legal rights of US Citizens/US Persons regarding intelligence activities. Expert knowledge and experience conducting and managing coordination deconfliction of HUMINT operations to IC Standards IAW applicable DoD Regulations/Instructions and Intel Community Directives. Knowledge of advanced HUMINT methods to include the operational design, assessment, management, and debriefing of human sources of intelligence to efficiently answers Air Force intelligence gaps.
Knowledge of the National IC, Joint and DoD structures, organizations, and mission/functions, inter-relationships, and operations. Experience working with Interagency partners and US Embassies through Air Attache experience and/or through Foreign Area Officer experience is highly desirable. Maintains close working relationships with DIA senior staff and with the broader Defense HUMINT Enterprise.
Leadership and staff experience with demonstrated skill and experience in communicating effectively with Defense HUMINT Enterprise, Air Force, and IC counterparts. Experience working out solutions to problems or questions related to the work, writing clear and concise proposals and reports, and delivering written and/or verbal presentations to Senior Executive/GO-level audiences for decision-making purposes.
Knowledge of DoD and DNI programming and resource processes; staff communicating resource requirements, budgeting and programming for resource growth; expert skills in executing Program Element Management responsibilities; strung acumen for planning, organizing, and directing HUMINT collection methods, techniques, and practices across a wide variety of concurrent projects; knowledge of contract administration and termination techniques sufficient to direct resource manager and represent programmatic status to expert community stakeholders.
Outstanding interpersonal skills and high degree of self-initiative. Ability to work in a multi-functional environment at the executive level involving interaction with action officers and management levels of Military Services and IC agencies.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
