NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. We are looking for motivated GS-0343-9-11-12 FPL 13 Management Analyst in multiple locations to help drive the NIH mission.

Duties

For the GS-0343-9/11/12 Management Analyst position your duties may include, but are not limited to the following: Employs advanced qualitative and quantitative techniques to analyze, evaluate, and/or improve the efficiency of internal administrative operations, organizations, or management. Establishes study methods and techniques to be utilized in complex studies and audits. Provides higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of administrative operations. Analyzes and evaluates the effectiveness of complex administrative operations in meeting goals and objectives. Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of administrative operations. Assures compliance of administrative operations with various requirements and develops strategies for improving administrative functions.

Requirements

Qualifications

In order to qualify for a Management Analyst, GS-0343 position at the GS-09 level, if you meet one of the following qualification requirements: A. completed a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related; OR B. One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) identifying processes and procedures affecting the efficiency of administrative and workflow processes; 2) manage logistical aspects of analytical studies related to administrative procedures and organizational productivity; 3) drafting recommendations and implementation plans from study findings; and 4), developing ad-hoc workflow analysis and operational reports. OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Management Analyst, GS-0343 position at the GS-11 level, if you meet one of the following qualification requirements: A. completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Conducting studies involving work processes and administrative procedures which are clerical and routine; 2) analyzing studying findings to identify issues, risks, and concerns in processes or procedures; 3) creating ad-hoc tabular reports on findings from quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods used studies; and 4) developing management operations reports and arranging and conducting conferences/meetings with appropriate management personnel. OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Management Analyst, GS-0343 position at the GS-12 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) conducting studies to evaluate the effectiveness of policies and procedures related to the management and administration of information management systems, human capital planning and financial and budgeting operations; 2) writing administrative standard operating procedures; 3) conducting analyses of administrative and management operations functions and work processes including examination of deviations from standards; 4) conducting analyses of administrative and management operations functions and work processes including areas such as systems, manpower utilization, productivity management, workflow, and paperwork management; and 5) developing findings and conclusions regarding management operations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
