This position is located in the Planning and Operations Branch, Center for Global Health (CGH), Office of the Director (OD), National Cancer Institute (NCI). The selectee will serve as the Chief of the Planning and Operations Branch (POB), and oversees the planning, implementation and evaluation of the business operations of the CGH; provides expert program and data analysis and evaluation; serves as a project officer overseeing various contracts; and supervises the Branch staff.

Duties

As the Supervisory Program Analyst you will be responsible for: Serve as Chief of the Planning and Operations Branch and oversee and direct a wide range of financial management, administrative management, staff management, and program analysis functions in support of the CGH Office. Provide quantitative and qualitative information and financial reports to facilitate planning and to meet financial requirements. Ensure efficient and effective management and allocation of financial resources across the CGH Office. Manage and direct administrative management programs and operations that support the CGH programs and services. Oversee the preparation of short- and long-range strategic planning guidance, and the evaluation, on a quantitative or qualitative basis, of the effectiveness of administrative programs and operations in meeting established goals and objectives. Ensure effective implementation and utilization of CGH procurement, acquisitions, and contract programs.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing administrative and financial management programs for an organization; developing strategic goals and projects to support organizational mission requirements; analyzing and reporting on the effectiveness, efficiency, and productivity of organizational programs; coordinating and evaluating contract activities; and providing supervision and direction to other staff. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
