The position is in the Management Policy and Analysis Branch (MPAB), Office of Administrative Management (OAM) under the Office of the Director (OD) at the National Institutes of Health, providing oversight of the entire NEI Management Analysis portfolio of projects and activities. Additionally, supervises a team of Management Analysts and as staff advisor providing workforce-related management analysis advice, services and reporting to all levels of NEI management.
Duties
Serves as a consultant and senior advisor to the Institute leadership and senior managers providing advice and making significant contributions to management decisions with regard to organizational efficiency and effectiveness.
Oversees the development and evaluation of annual and long range (5 years +) workforce plans and related business and operational planning documents for integration with the overall NEI strategic planning process.
Ensures alignment between the strategic goal setting process and the implementation process to ensure the organization has the depth and breadth of talent to achieve organizational goals.
Provides leadership in planning and implementing the development and utilization of state-of-the-art business processes, techniques, methods, and controls.
Maintains an awareness of new developments in areas of responsibility through attendance of professional workshops, seminars, and conferences, and review of relevant publications.
Provide advice and guidance to the highest levels of management on a wide variety of substantive issues, most of which involve substantive management programs and have extensive scope and impact throughout the Institute.
Analyzes evaluation feedback and implements changes and revisions to ensure organizational focus on strategic business needs, Institute mission and objectives, and customer requirements.
Manages the development and execution of strategic, results-oriented approaches to human capital management and workforce planning to include identifying, developing, and implementing approaches that optimize human capital.
Establishes priorities and provides oversight and supervision to the planning, budgeting, development, implementation, and review projects and initiatives.
Develops organizational guidelines, policies and standard operation procedures and makes major recommendations concerning NEI workforce analysis and development.
Oversees the overall function and effectiveness of the Property Service Center.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for the Supervisory Management Analyst, GS-0343-15:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and/or quantitative evaluation techniques to conduct studies and analyze findings; analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; reviewing and editing administrative standard operating procedures; and writing official reports to senior management on findings, recommendations, and implementation plans for improvements to programs or administrative operations.
