The primary purpose of this position is: To serve as second level supervisory and managerial authorities over the Planning and Airspace Branch, providing planning, instructing, ensuring proper procedures are followed and exercising control over team leaders and non-supervisors employees.

Duties

Plans, organizes, and oversees the activities of the 618 Air and Operations Center's International Flight Plans and Airspace Branch (XOCZF). Exercises supervisory personnel management responsibilities. Represents HQ Air Mobility Command, 18th Air Force, 618 Air and Space Operations Center Command and Control Directorate, International Flight Plans and Airspace Branch with a variety of installation and functional area organizations. Communicates face to face, verbally, and/or in writing with worldwide SES or higher level Air Traffic Control (ATC) agencies, various MAJCOM agencies, and other key personnel within AMC's area of responsibility in order to secure preferred routing for AMC aircraft. Serve as Air Mobility Command Focal Point for the Flight Plan and Airspace Function.

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
  • Incumbent acts as the Division Chief in his or her absence
  • Workload frequently requires weekend and holiday hours. Position may require incumbent to be on call to support worldwide operations and short-notice, high-priority missions
  • Must be able to obtain and maintain a Top Secret clearance
  • Temporary Duty (TDY) is required. TDY may require the use of regularly scheduled military or commercial transportation.
  • Rated (pilot, navigator) operations experience is highly desirable.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

Conditions of Employment Continued: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. The incumbent may be required to take part in test alerts and practice exercise. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position, Transportation Specialist Series 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes experience that demonstrated a knowledge of the transportation function(s) of the position to be filled; Thorough Knowledge of DoD, AF, MAJCOM, and TACC directives, plans, regulations, and processes including those related to handling hazardous cargo, knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, computer flight planning systems, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, and airway. . Knowledge of safety and security regulations, practices, and procedures. Knowledge of AMC aircraft performance capabilities and limitations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, AF, MAJCOM, and TACC directives, plans, regulations, and processes including those related to handling hazardous cargo, knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, computer flight planning systems, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, and airway. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organizes, and direct complex taskings. Function as mentor and motivator and to communicate both orally and in writing to individuals, large groups, and with persons who are uncooperative, or skeptical. Knowledge of AMC aircraft performance capabilities and limitations. Knowledge of 618th AOC/XOCZF, AMC's Cost Savings spreadsheet program, route database maintenance procedures and global airspace procedures and requirements both military and civilian. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
