The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to flight manager specialist positions in the 618TH Air Operations Center (AOC), Tanker Airlift Control Center (TACC), Command and Control Directorate (XOC).

Duties

Plans, organizes, and directs the activities of 618TH AOC (TACC)/XOC Flight Management Division, ensuring the flight management function complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 618TH AOC (TACC)/XOC with a variety of installation and functional area organizations. Maintains currency and qualification as 618TH AOC (TACC) flight manager. Monitors and tracks status of all air mobility missions in the area of responsibility. Resolves operational issues and evaluates the mission impact of delays and/or cancellations.

  • This is a Centrally Managed Position. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work and/or training may occasionally require TDY (Temporary Duty) away from the normal duty station on military or commercial transportation.
  • Incumbent will possess a current FAA approved Dispatcher Certification or obtain one within uniformly prescribed time limits prior to assuming unsupervised duties of the position.
  • Must be able to obtain and maintain a Secret clearance.
  • This is a key position. The incumbent assigned to this position must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Familiarization with C-5, C-17, C21, C-l30, KC-135, KC-10 aircraft capabilities, performance, configuration, limitations, etc., is highly desirable.
  • Working knowledge of all applicable flight publications, DoD/AF/AMC instructions/directives, computer office systems, World Wide Web applications, flight planning documents/systems, etc., is highly desirable.
  • Current or recent rated (pilot, navigator), or other aircrew operations experience is highly desirable.

Qualifications

Conditions of Employment Cont. Work will involve supervision for operations carried out on 24 hour, 7 days a week, shift operations. This is a shift work position. During contingency operations and, as required by the supervisor, incumbent may be required to work extended hours. Workload frequently requires weekend and holiday hours. Position may require incumbent to be on-call to support worldwide operations and short-notice, high-priority missions. Incumbent should be a current and qualified instructor flight manager, with at least one year of instructor flight manager experience. Incumbent will be required to successfully complete any other flight manager training (maintain minimum passing scores) within established timelines prior to assuming duties of the position. These actions should be scheduled for accomplishment within 120 days of being hired. In addition, successful completion of recurring proficiency training within established timelines as required by USAF Instructions is required. Evaluations may be written, verbal, or operational demonstrations in live or simulated flight manager environments. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series 2101 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include knowledge of and skill in the application of Flight Management as it applies to the support of transportation directives, plans, regulations, techniques, systems, and processes to include Air Mobility Command's enroute system. Knowledge of Air Mobility Command's mission, organizational structure, flight operations, aircrew procedures, flight directives, guidance, policies, aircraft, missions, functions, capabilities, limitations, and restrictions. Ability to plan, organize, and direct functions and mentor, motivate, and appraise the staff of a medium to large size organization. Knowledge of Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, diplomatic clearance procedures, international airway routes and structures, oceanic routes, controlled and special use airspace, aeronautical charts, and flight safety issues. Knowledge of safety, security, and personnel management regulations, practices, and procedures. Ability to communicate effectively, both written and verbal. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the application of Flight Management as it applies to the support of transportation directives, plans, regulations, techniques, systems, and processes to include Air Mobility Command's enroute system. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
