Duties
As a TRANSPORTATION MANAGEMENT SPECIALIST at the GS-2101-14 some of your typical work assignments may include:
Serve as the sole USTRANSCOM analyst and recognized staff expert on all programs relating to civil sealift matters including the Voluntary Intermodal Sealift Agreement (VISA), the Maritime Security Program (MSP) and the Voluntary Tanker Agreement (VTA).
Develop command's civil sealift policy based on knowledge of worldwide sealift mobility operations, intelligence summaries, legislative action, DOD and other governmental reports, and industry publications.
Provide information and authoritative/expert advice to senior military officials and other combatant commands, Joint Staff, Office of the Secretary of Defense and Services on the application of DOD transportation policy regarding civil sealift issues.
Provide technical guidance/expertise, advisory support, and assistance on an entire project and/or major phases for broad and varied mobility issues such as VISA incentives/policy, commercial contract sealift, commercial sealift tenders, and other commercialization efforts.
Serve as USTRANSCOM's authority at a variety of technical, policy, or strategic mobility decision-making venues.

Qualifications
You may qualify at the GS-14 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developing a commands civil sealift policy based on knowledge of worldwide transportation mobility operations.
Reconciling defense policy and requirements with overall governmental guidance regarding international transportation agreements applicable to the U.S. sealift industry.
Advising on mobility issues such as commercial contracts, commercial sealift or similar transportation tenders and other commercial efforts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
