The Budget Analyst works in the Office of Chief Financial Officer (CFO) of the VA's Electronic Health Record Modernization-Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA) The incumbent is responsible for managing, planning, organizing, and administrating annual and multi-year budgeting in support of a range of administrative, analytical and management activities. This position is physically located in the Washington, DC EHRM-IO Program Office.

Duties

MAJOR DUTIES: Prepare detailed analyses and estimates of annual funding needs for an organization into consolidated budget requests. Provide advice and guidance to budget and program officials on the preparation of budget estimates, budget formulation documents, presentation material, and prepared detailed analyses and critiques of submitted estimates. Analyze financial trends in resource utilization to draw conclusions and make recommendations for adjustments in program spending based on program priorities and goals. Establish financial management procedures for continual review and surveillance of funds subdivisions and limitations to minimize occurrences of Anti-Deficiency Act violations. Design, develop, and maintain data management systems, data models, and databases that meet financial management internal controls of the organization and its supported customers. Assemble background data, narratives, and other pertinent information to support annual budget requests in Congressional Justifications, budget hearings and various internal and external deliverables and meetings. Provide expert advice and guidance on the interpretation of all aspects of congressional legislation, regulatory directives and procedural requirements for the formulation, justification, presentation, and review of multi-year funding. Establish and maintain continuous liaison with technical staff, counterparts and higher authorities on all budget formulation and execution matters to ensure continuity of efforts in attaining program objectives. Work Schedule: Monday - Friday, 8:00am - 4:30 pm ET Compressed/Flexible: At Manager's Discretion Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor(SPF): The selective placement factor for this position is: One year of experience in budget concepts, methods, and techniques to form, execute, and administer financial management of funds for a large complex healthcare system (military, federal, state or private) comprised of multiple medical centers, clinics, and administrative services. You may qualify based on your experience as described below: Specialized Experience: Specialized experience is defined as work that involves applying analytical techniques to evaluate the cost effectiveness of program activities, forecast multi-year fiscal requirements, and resolve complex budgetary problems; applying budget concepts, methods, and techniques to administer financial management of funds for assigned activities; utilizing cost benefit analysis to determine the effects of changes on agency budget and program milestones; communicating ideas clearly, both orally and in writing. You will be rated on the following Competencies for this position:Analytical ReasoningBudget AdministrationCommunicationFinancial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but involves use of a government furnished computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools are required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.
