Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs (OREP). This position may be located in either Sterling, Virginia; Washington, D.C. or virtually. If you are selected for a virtual location, your pay will be set for the location in which you live. The salaries listed in the announcement are the salaries for Washington, D.C. and Sterling, Virginia only.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Responsible to oversee the overall planning, direction, development and execution of OREP's operating budget and administrative matters, generally in close coordination with other OREP management.
2. Responsible to oversee, execute, and coordinate the approved renewable energy budget based on the allocations made by Departmental, Office of Management and Budget and Congressional officials. This includes the development, tracking, and integration of performance goals and measures assuring close linkage to program priorities, policy directives, and budget formulation requirements.
3. Plans and coordinates all budget formulation processes for a specified year for the bureau's nationwide Offshore Renewable Energy Program.
4. Drafts policies and procedures that will affect the program such as account code usage and timekeeping work codes.
5. Responds to inquiries generated by submission of the budget justification. such as House and Senate questions and answers, capability statements and effect statements.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory permission.
Salary Information
Washington, D.C.: $139,395.00 to $181,216.00
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Developing, monitoring, and executing budget operating plans
2. Coordinating the formulation of budget initiatives in accordance with organization priorities
3. Interpreting Departmental budget guidance and Congressional legislation to ensure compliance with changes in Administrative or Federal direction
4. Reviewing, analyzing, and reporting data collected by financial accounting systems
IT IS DESIRED BUT NOT REQUIRED THAT SELECTEE HAVE EXPERIENCE WITH TRACKING EXPENSES, OBLIGATIONS AND DISBURSEMENTS OF MULTIPLE FUNDING SOURCES, INCLUDING MULTI-YEAR FUNDS, NO-YEAR FUNDS AND REIMBURSABLE AGREEMENTS.
