About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center in Fort Carson, CO.
Duties
Serve as the Regional Network Enterprise Center (RNEC) Program Analyst and manpower expert.
Perform regional studies and quantitative or qualitative analyses on manpower management.
Evaluates the accomplishment of program objectives.
Serve as training liaison for the organization.
Serve as the government purchase card holder and executes purchases in accordance with the Federal Acquisition Regulation and local SOP.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must obtain and maintain at a minimum a Secret security clearance. Failure to do so may result in separation for the efficiency of the Federal Service.
- This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station up to 10%.
- The employee may be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Call back and emergency duty are requirements of this position.
- The employee may be required to work shift work if the organization moves to a 24/7 operation.
- The employee may be required to remain on duty or report for duty during national emergency, severe weather or other installation closings.
- Employee may be required to use cellular telephone and maintain a working home telephone at all times.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. researching manpower policies to assist an organization with human capital utilization; 2. providing recommendations to staff on manpower management; 3. developing reports to evaluate program accomplishments and areas of improvement; 4. performing training administrative support duties.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
