About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Fort Carson, CO.

Duties

Serve as the Regional Network Enterprise Center (RNEC) Management Analyst and budget and manpower expert at Fort Carson for the 106th Signal Command with a span of responsibility that encompasses four installation Network Enterprise Centers. Coordinate and synchronize regional administrative actions for the RNEC, developing regional program guidance, policy interpretations, and tracking procedures dealing specifically with budget management and manpower management. For business management functions provide overall regional program planning, development, and execution. Perform regional studies and analyses to include providing specialized and technical assistance to the staff on organization, operations, mission functions, and all phases of budget/manpower management and control. Analyze, review, and evaluate the effectiveness of new, existing, and modified program objectives and operations. Receive requests for services, directs, or performs cost analysis, and exercise technical authority in the application of rates/tariffs, laws, or regulations as appropriate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Obtain and maintain at minimum a Secret security clearance.
  • Must be able to work when called upon due to emergencies or contingent operations.
  • Must possess a valid state driver's license.
  • Temporary duty (TDY) time is approximately 10%.
