This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Fort Carson, Colorado.
Duties
Develops and recommends improvements to management policies and practices, operating procedures and manpower utilization and control using knowledge of the practices, theories, techniques and methodology of management and productivity improvement.
Provides the technical knowledge, experience and leadership needed to establish and maintain quality management systems that utilize process control and continuous process improvement tools and concepts to assure end project product quality.
Serves as the Primary Hand Receipt Holder for the DPTMS Headquarters section. Follows and coordinates the Command Supply Discipline Program guidance.
Performs the full range of first line supervisory duties over two civilian personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. Are you willing and able to travel away from your permanent duty station up to 5% of the time?
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 level in the Federal service which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes 1) developing administrative policies and procedures for the organization 2) gathering data to analyze factual and opinion data 3) applying analytical and evaluative methods to issues or studies concerning efficiency of program operations and management
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education: the specialized experience as described above, but less than one year; and at least two years of graduate education as described, but less than the required three years. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
