You will serve as a SUPERVISORY AWARDS ADMINISTRATIVE SPECIALIST in the STAFF AWARDS, FLAG SECRETARIAT DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will administer the Secretary of the Navy (SECNAV) Awards and Decorations Program. You will analyze and evaluate awards program accomplishments, deficiencies, and problem areas and recommend corrective action, when necessary. You will keep abreast of new developments, proposed legislation, and regulatory guidance to USFFC and subordinate commands. You will develop criteria for, and administers the Awards Record Program coordinating changes to the program with the Communications and Information Systems Directorate (N6). You will provide both administrative and technical supervision to one GS-06 Awards Assistant, and one GS-05 Awards Clerk. You will analyze administrative processes and recommends revision to policies, procedures, and training tools. You will conduct appropriate research into problems and solutions and advise the USFF staff AO of actions which could be taken to improve operations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for a GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing technical advice and assistance to all levels of MGMT officials in regards to civilian and/or military awards. Experience administering special category awards such as safety awards, service awards, etc. Experience analyzing and evaluating awards program accomplishments, deficiencies, and problem areas to recommend corrective actions. Experience researching applying new developments, upcoming and new legislation, and guidance guiding the awards program at your command. Experience utilizing delegated authority over awards policy, funding, and actions. To qualify for a GS-07, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing assistance in regards to civilian and/or military awards. Experience assisting with administrative duties related to awards such as safety awards, service awards, etc. Experience analyzing and evaluating documentation in service of program accomplishments, deficiencies, and problem areas to recommend corrective actions. Experience researching and applying new developments, upcoming and new legislation and guidance. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
