You will serve as a HUMAN RESOURCES SPECIALIST in the Total Force Management Directorate (N1) of COMPACFLT HRO NORTHWEST.

Duties

You will serve as the technical day-to-day authority for human resources functions and provides oversight to three Human Resources Offices (HROs) located in San Diego, California, Bremerton, Washington, and Pearl Harbor, Hawaii. You will provide program support in executing fleet-wide policy development and implementation. You will provide assistance to the Director, Civilian Human Resources (DCHR) Labor and Employee Relations (LER) Program Manager to include preparing correspondence, reports or slides for presentations and briefings to senior leadership. You will provide overall advice and assistance on discipline, adverse actions, grievances, performance management and recognition, employee counseling, telework, Civilian Employee Assistance Program and related functions. You will serve as the Injury Compensation Program Lead (ICPL) and point of contact for USPACFLT. You will provide oversight of the Drug Free Workplace Program and ensure compliance to program requirements. You will disseminate professional development announcements and opportunities to the appropriate offices and review and provide recommendations to senior leadership.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Human Resources Management (HRM) laws, regulations, and practices to provide civilian HR management advisory and technical support for Labor Relations and Employee Relations programs, in addition to one of the following: Federal Employees Compensation Act (FECA), Drug Free Workplace Program (DFWP); and identifying and analyzing problems to develop mitigation recommendations.
