Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Supervisory Public Health Analyst, you serve as the Branch Chief and expert advisor and resource to HAB in developing and formulating policies and regulations that are sensitive to the special needs and concerns of safety net providers and beneficiaries.
Your major duties and responsibilities include:
Facilitating the development of the organization's comprehensive programmatic and policy response to emerging public health issues relevant to the organization's mission, including the establishment of new activities.
Analyzing complex public health policies and programs that are sensitive to the special needs and concerns of Ryan White HIV/AIDS Program and Ending the HIV Epidemic in the U.S. recipients, providers, and clients to advise senior management on public health policies, operations, products, and services.
Analyzing the potential impact of bills, laws, regulations, and programs on the agency and proposes changes necessary to respond to changed requirements or situations.
Proposing public health programs and other changes necessary to respond to changes in policy.
Cultivating and maintaining relationships with other organizational units including other federal agencies and quasi-governmental groups and other key partners including national and international organizations.

- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above five Public Health competencies, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Analyzing and advising on complex statutory and regulatory frameworks (e.g., Affordable Care Act, etc.) and policy issues (i.e., access to health care, health insurance, health care reform, housing, behavioral health, etc.) related to public health programs.
AND
Developing strategies with internal and external partners (e.g., local, state, public, private, or nonprofit agencies, organizations, etc.) to advance public health policies and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

STRATEGIC PLANNING -Supports organizational goals and objectives in accordance with strategic and/or operations plans.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
