You will serve as a Management Analyst in the Administrative Office (Code 1404), Naval Foundary and Propeller Centr (NFPC) (Code 1400), Philadelphia, Pennsylvania of NORFOLK NAVAL SHIPYARD.

Duties

You will recommend improvements to management. You will use comprehensive knowledge of practices, theories, techniques and methodology of management and productivity improvement. You will coordinate and consider impact on and requirements of other program elements. You will track and maintain requirements, assign workforce, and keep management information of workforce authorization issues. You will research, develop data, and prepare letters, studies, reports and other miscellaneous material on a large varity of subject's relative to resource and manpower, and special projects. You will create, manage, and analyzes automated reporting systems. You will develop briefings.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience gathering, analyzing, and preparing total workforce information. Experience providing technical guidance and consultative assistance on the analysis and evaluation of pertinent manpower issues. Experience conducting management studies designed to improve overall operations, increase mission readiness, and optimize the use of resources. Experience interpreting, adapting, and applying regulations and guidelines to fit the operational situation and making recommendations to resolve issues. Experience extracting information based on specific search criteria and to convert the results into user-friendly spreadsheet formats including pivot tables and charts. Experience communicating effectively both orally and in writing to prepare project paper, staff reports, and delivering briefs to managers. GS - 9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing and recommending improvements to management policies and practices, organizations, functions, operating procedures, and manpower utilizing affecting civilian personnel. Experience providing technical guidance interpreting and analyzing federal policies and regulations, experience developing manuals and directives covering administrative aspects of field station operations. Experience interpreting performance, cost, progress, efficiency, and use of resources against established or develop metrics, goals and performance criteria. Experience creating, managing and analyzing automated reporting systems, developing reports utilizing systems such as Microsoft Office, Microsoft excel. For the GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree

or

Successful completion of a LL.M., if related

or

A combination of experience and graduate education as described above that equates to one year of experience

For the GS-09:

Successful completion of a master's or equivalent graduate degree

or

Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree

or

Successful completion of LL.B. or J.D., if related

or

A combination of experience and graduate education as described above that equates to one year of experience
