About the Position: This position is located in the Army Futures & Concepts Center - Aviation Capability Development Integration Directorate (CDID). Serves as Management Analyst (Manpower) over the manpower program.
This position is covered by a Laboratory Personnel Demonstration Project.
This position covered by this vacancy announcement is a part of STRL Demo Pay Band II.
Duties
Manages the manpower program and serves as the central point of information for the Aviation Capability Development Integration Directorate (ACDID) and its sub-directorates for manpower, organization and functions.
Develops and processes Tables of Distribution and Allowances (TDA), Mobilization TDA, and TDA documents.
Reviews plans, directives, operating procedures and policies for the development, preparation, review and approval of TDA.
Plans and coordinates management improvement studies and actions.
Conducts various management studies on work measurement, work simplification, and personnel utilization.
Directs the implementation, management, and maintenance of management information systems used for manpower reporting.
Manages preparation of required manpower reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience equivalent to at least the DE 01 pay band in the Federal service which includes: 1) Assists in the coordination of management improvement studies and actions; 2) Participates in the processing of Tables of Distribution and Allowances; AND 3) Analyzes manpower requirements to support current and new missions.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE 01/GS-4).
