You will serve as a Senior Management Analyst at the GG-14 grade level performing non-standard tasks to develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures by recommending utilization of money, manpower, or material resources or performs analytical and evaluative tasks related to development and/or execution phases of specific professional development program objectives and operations of an organization.
Duties
You will serve as Senior Analyst, subject matter expert (SME), and functional program manager for the Marine Corps Information Intelligence Community of Interest (COI) (Intel-COI).
You will plan, coordinate, promulgate and apply objectives, strategies, programs, and standards to ensure the Marine Corps develops and retains the Civilian Intelligence Workforce necessary to support the mission.
You will provide technical advice to the USMC Chief Human Capital Officer on matters concerning the implementation and evaluation of USMC civilian workforce programs relating to the Defense Civilian Intelligence Personnel System (DCIPS).
You will provide administrative oversight of subordinate command, Marine Corps Intelligence Activity (MCIA) civilian workforce management.
You will provide advice and conduct studies involving comprehensive analysis of USMC intelligence competency gaps and validate requirements.
You will participate in providing Defense Civilian Intelligence Personnel System (DCIPS) budget justification on workforce requirements.
You will collaborate with senior management on the development of special projects or studies to identify and resolve operating issues and problems, or improvements to the command's workforce programs.
You will participate in analysis for immediate and long-range planning with senior management focused on management strategies to meet mission needs.
You will provide analytical advice, guidance and assistance to ensure civilian workforce management recommendations and/or decisions meets legal, regulatory, procedural, and Defense Civilian Intelligence Personnel System (DCIPS) policy requirements.
Requirements

- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require a 2-year DCIPS Trial Period.
- This position may require a Polygraph Examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Recommending the utilization of money, manpower, or material resources for the organization.
Integrating, coordinating, and implementing workforce management programs to maximize the effectiveness and efficiency of capabilities while minimizing technical and organizational risk.
Implementing workforce policy and providing feedback/recommendations on how to improve the efficiency in the organization's staff mix, work methods, processes and procedures.
