You will serve as a HR SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the Human Resources Office of MARINE CORPS BASE CAMP PENDLETON.
Duties
You will be responsible for developing plans, policies and procedures for local implementation of the Labor Relations program within the framework established by Federal laws.
You will inform managers of the requirements of the labor relations program and provide assistance regarding management rights and obligations.
You will prepare for negotiation proceedings by collecting and analyzing information secured from all levels of management.
You will serve as a point of contact for both union and management officials on problems dealing with provisions of agreements and attempt to find solutions, satisfactory to both parties.
You will develop and recommend policies and plans and implement actions concerning employee-management communications, grievances, and appeals.
You will provide advice and assistance to employees, supervisors, and officials on disciplinary and adverse action cases.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: Researching Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; Providing guidance, advice, and training to management regarding issues stemming from grievances, appeals, disciplinary actions, adverse actions, and other employee relations matters; Utilizing conflict resolution techniques in resolving labor management employee relations issues; and creating technical written documents related to Labor-Management Employee Relations matters.
GS-9:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: assisting in researching concepts, principles, laws and regulations for Employee Relations, Labor Relations or programs within Labor and Employee Relations (LER) such as Leave Administration and Work/Life; providing customer service to external customers, managers and employees relative to civilian human resources; applying fundamental Labor and Employee Relations laws, principles, and policies to provide advice and assistance on matters related to employee relations (e.g. conduct, performance, attendance, and dispute resolution).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree.
OR
LL.M., if related
GS-09:
Successfully completed a master's or equivalent graduate degree.
OR
Successfully completed two full years of progressively higher level graduate education leading to a master's degree
OR
Obtained an LL.B. or J.D. that is related to the position being filled.
Applicant can also qualify through a combination of education and experience which when combined equal to 1 year of specialized experience.
