The California Great Basin Region is seeking interested internal candidates to be considered for a professional development opportunity with the Regional Construction Office. This is a detail or temporary promotion opportunity not-to-exceed 120 days, with possible extensions based on management's need.
Duty Location: Sacramento, CA, Willows, CA, or Location Negotiable After Selection, US. Flexibilities to work remotely may be considered.
Duties
Conducts studies concerning financial data, work processes, policies and procedures.
Analyzes data and advises management in the design, development, documentation and implementation of procedures to resolve problem areas (fund control, project scheduling, staffing) and improve efficiency, productivity and regulatory compliance requirements.
Researches, compiles and summarizes data concerning salaries, awards, overtime, benefits and other expenses to prepare budget estimates.
Monitors funds expenditures and recommends changes to budget or expenditures.
Prepares detailed schedule of obligations and expenditure requirements for funded projects and overall operating budget.
Reviews program expenditures and prepares a variety of routine and special reports.
Assists in the development and review of Service Agreements, Interagency Agreements (IAGs), Memorandum of Understanding (MOUs) and other types of agreements.
Maintains and analyzes financial data regarding construction contract awards and work in progress.
Develops and analyzes financial and workload reports and data from various financial systems.

Applicants currently at the GS-9 level may apply to be temporarily promoted into this position.
Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service demonstrating experience tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; preparing financial reports consistent with regulations and guidelines; reconciling multiple fund sources; advising on current and future budget needs; budget planning and executing fund sources. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. You may combine specialized experience and education to meet the minimum qualifications.
