This position is a Budget Analyst, GS- 0560-13 working in Sacramento, California for the R8-ARD-Fish and Aquatic Conservation.
Duties
This position is located in the Fish and Aquatic Conservation Program, Pacific Southwest Regional Office, U.S. Fish and Wildlife Service. This position serves as the regional advisor on the program's budget development and execution. This regional program has one of the largest and most complex budgets in the country. The Pacific Southwest Region Fisheries Program provides staff to support the management of aquatic species and conservation of aquatic habitats in California, Nevada, and Oregon's Klamath Basin. The Fisheries Program undertakes a variety of population management and habitat restoration activities, many of which are directed by Congressionally-legislated and court mandated authorities, Treaty and Trust responsibilities, and national program goals. These activities rely upon the development and application of technical and scientific information in fish population assessment and management, aquatic ecosystem assessment and management, captive propagation of endangered species, and management of aquatic invasive species, with emphasis on the protection, restoration, mitigation and enhancement of species listed by the Service under the Endangered Species Act, anadromous salmonids, and other imperiled species within the Pacific Southwest Region. The FAC Program provides line supervision for three Fish and Wildlife Offices, two National Fish Hatcheries, and one Fish Health Center.
Key duties for this position are:
Provides analytic capability and management of the regional budgets of the Fish and Aquatic Conservation (FAC) Program, including budget development, justification, allocation and execution.
Analyzes program needs, budget justification materials, and Administrative initiatives to formulate recommendations and strategies for improving the efficiency and effectiveness of the programs' future budget submissions, operations, and execution.
Reviews and analyzes field office and program budget submissions and formulates recommendations related to the development of the FAC budget.
Manages a small budget staff; planning, assigning, and reviewing work; adjusts short term priorities; aids in establishing performance standards and evaluating performance; approves leave and certifies time and attendance.

In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification [GS-13]:
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Specialized experience includes: 1) developing and presenting executable budgets with multiple funding sources that meet the goals of an organization while following all applicable regulations, policy, and guidance; 2) writing and editing budget justification papers, plans, and estimates. 3) providing budget process advice and guidance to managers and upper management and working with programs to ensure their use of funds is appropriate; and 4) conducting long-range budgetary strategic planning for an organization (e.g., analyzing legislation, policy directives, and
legal decisions to determine program impacts, determining the impact of unfunded fixed costs, payroll increases, or staffing increases, anticipating long-term budget constraints, identifying efficiencies, etc.). NOTE: Your resume must contain sufficient information in these areas to be found qualified.
