Duties

Serves as a senior Budget Analyst for the San Joaquin River Restoration Program (SJRRP) supporting overall budget and planning activities. Manages and prepares the annual operating budget; monitors the use of funds; formulates out-year budget requests and justifications. Advises the Program Manager on budget issues and financial management oversight for the Program. Performs a variety of analytical, administrative, budgetary, and program functions in connection with the formulation, justification, presentation, execution, and review of the Program's Restoration Fund. Reviews, analyzes, and interprets legislation, appropriations language, OMB directives, and Interior Department guidelines as related to the formulation and execution of the California-Great Basin Region's Program. Oversees all fiscal activities involving preparation of current and out-year operating budgets and the monitoring and control of funds from multiple sources used in the operation of the Program.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience managing and preparing an annual operating budget; monitoring the use of funds; formulating budget requests and justifications; providing advice on budget/financial issues; performing budgetary analysis of funds; reviewing, analyzing, and interpreting legislation, appropriations language, directives, and guidelines related to formulation and execution of funds; overseeing fiscal activities involving preparation of current and out-year operating budgets and monitoring and control of funds from multiple sources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/29/2024.
