Position is located in the Financial Management Division, Office of Management Support (OMS), California Area Indian Health Service (CAIHS). The position is responsible for the formulation and execution of the budget for CAIHS. This involves preparation of the preliminary budget; participating in the justification of the budget, including preparation of briefing materials, making recommendations on fund allocations, and distributing and controlling funds.
Duties
The work covers such matters as single-year, multi-year, Services Appropriation, Third Party Resources, Facilities Appropriation, Purchased/Referred Care Appropriation, No-Year, COVID-19 Current Year budgets, Prior Year accounts, Consolidated Working Fund, Contributions to Indian Health Facilities, Federal Grants, Residuals, and Buybacks for Federal and Tribal Programs.
The incumbent serves a Senior budget and accounting analyst, and in this capacity, provides staff assistance to the OMS Associate Director, and the Area Director, in the accomplishment of recurring and special assignments (i.e., monthly and weekly projections, designing new reports to capture financial information to help Area management in their planning and decision-making). These assignments cover a wide variety of actions designed to maintain effective fiscal and accounting control commensurate with Agency and Departmental requirements.
Provides technical expertise and assistance to Area Programs, Service Unit staff, and Tribal programs for the purpose of extracting, verifying, reconciling, and closing budgetary accounts in the accounting system. Drafts procedural instructions and policy guidance for use by California Area officials in planning and estimating funding needs for staffing, travel, utility, contracting services, supplies and equipment.
Compiles narrative and statistical material and prepares exhibits and related background information concerning the Area's administrative budget and programs for use in briefing top Area and agency officials. Performs similar information gathering and budget justification tasks in response to requests by Indian Health Service Headquarters.
Qualifications

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: utilize policies, precedents, goals, objectives, regulations, and guidelines to analyze and evaluate continual changes in program plans. Also, funding and their effect on financial and budget program milestones. Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
