You will serve as a Supervisory Security Specialist in the Mission Support Division, Code 127000 of NAVAL RESEARCH LABORATORY.

Duties

You will be responsible for the overall implementation and oversight of the Antiterrorism/force Protection (AT/FP) program and define, coordinate, and recommend a comprehensive AT/FP program. You will be responsible for managing Physical Security requirements, policy, procedures, program status for the following areas: Site Surveys, Security Containers, Lock/Key Control, and Electronic Security and Communications. You will plan, inspect, and conduct reviews of the NRL Trusted Workforce Personnel Security program. You will be responsible for the management of the visitor control program designed to maintain the integrity of the Laboratory by screening visitors and issuing passes and badges.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Partnering with management and/or external agencies to implement a security program by designing and making sound, strategic, and cost-effective security decisions; 2) Managing and advising leadership, staff, and external agencies in all areas of AT/FP, Physical Security, Personnel Security, and Visitor Control; 3) Researching, interpreting, and applying laws and regulations to develop and implement compliant security policies, procedures, and programs; and 4) Managing a workforce through direct supervision, workload planning, and employee development.
