You will serve as an Administrative/Technical Specialist in the Public & Congressional Affairs Division; Corporate Operations Department of NAVSURFWARCENDLD. You will serve as Chief Protocol Officer.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-04 is equivalent to GS-11/12.
Duties
You will plan, manage, and execute the command's Protocol program in support of the Director, Corporate Communications.
You will establish local policies via the Command Visit SOP and the protocol visit checklist, develop programs, and direct other government personnel and contractors in execution of the program.
You will plan and implement specific and special protocol guidance based on desired goals.
You will plan, direct, organize, and exercise control over processes and personnel assigned as needed from across the command to assist in protocol across a variety of events.
You will advise director of corporate communications on the impact of protocol issues and problems associated with visits.
You will provide all protocol visit content input to the annual command history report.
You will assist in planning and coordinating internal events, such as ribbon cuttings, dedications ceremonies, and retirement ceremonies.
You will coordinate and provide protocol arrangements for VIPs and other visitors to the command.
You will plan, execute, and direct all details of itineraries pertaining to visits by distinguished visitors including flag/general officers, cabinet members, Senior Executive Service, congressional leaders, and comparable foreign dignitaries.
You will ensure that VIPs and other visitors are treated professionally and courteously, keeping the command's image in mind at all times.
You will coordinate and conduct tours of the command, VIP visits and orientations, and briefings for employees or high-ranking officials.
You will work with senior leadership to identify requirements for visits and/or events.
You will provide and coordinate event logistics, and work with command/base support personnel to arrange for facilities, transportation, parking, marquee messages, and lodging as needed.
You will interface with, approve, and adjust catering providers and venues in support of Command sanctioned events to include management of funding.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector planning or coordinating special events, ceremonies, or visits by distinguished visitors in accordance with organizational protocol practices, policies, or procedures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
Successfully completion an LL.M. degree that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
