You will serve as the Executive Director under the Officer in Charge (OIC), Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD), located in Dahlgren, Virginia. NSMWDC DET DAHLGREN.

Duties

You will plan, direct, and manage functions of the SMWDC STWD workforce including military, civilian, and contract personnel. You will serve as the primary and senior civilian professional and technical advisor to the SMWDC SWTD Division Director and Deputy Director on overall operations, core competencies, organizational make-up, and resourcing. You will provide professional and technical advice on fleet support, capability development, capability transition and systems assessment to SMWDC division leadership You will participate in the development and implementation of both long and short-term policies and plans, goals, and objectives for SMWDC IAMD Division. You will serve as principal to SMWDC SWTD Division Director and Deputy Director, participating in top management discussions, decisions, and policy making. You will develop solutions to complex division operations and support issues and presents/defends recommendations for implementation. You will review the SMWDC SWTD Division organization structure to optimize use of resources and maximize efficiency and effectiveness. You will establish SMWDC SWTD Division staffing procedures to include structure, workload estimation techniques, workforce identification, administrative procedures, and processes for planning future objectives. You will provide oversight for implementing and validating new or revised programs; establishes acceptable parameters, and reviews management implementing principles.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector directing administration, programs or operations by developing and implementing both long and short-term policies and plans, goals and objectives.
