Duties
You will supervise a professional staff of military officers, enlisted personnel, government civilians and contractors.
You will coordinate real world, combat and non-combat employment of U.S. Navy surface units and associated capabilities across warfare commander staffs, task forces staff, number fleet staffs, naval component commander staffs, etc.
You will interpret capabilities and limitations of U.S. navy surface units’ combat against adversary capabilities and informs various warfare commanders of employment recommendations.
You will oversee the development, promulgation, and review of U.S. Navy Surface ship tactical documents as well as devise unique and innovative tactical solutions to operational problems to maintain U.S. Navy surface unit lethality and supremacy.
You will oversee the SMWDC request for analysis (RFA) program, administer a $2.25+ million dollar budget, assemble and submit required government furnished information (GFI) to support analysis development.
You will specify precise analysis efforts and tactical/operational scenarios to be assessed and negotiate and authorize statements of work (SOW) for UARC and FFRDC execution timelines and deliverables.
You will establish and maintain extensive personal working contacts with OPNAV resource sponsors and officers, Program Executive Office – Integrated Weapon Systems major program managers and staffs, Naval Information Warfighting Development Center.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Experience is as follows:
1. Demonstrated experience with Navy's surface force weapon systems
2. Expert knowledge of Operational Doctrine and Tactics, Techniques and Procedures (TTPs) for employment of surface forces in a Joint environment.
3. Knowledge of analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, in order to develop/manage comprehensive studies, reviews, assessments, plans, and/or schedules.
4. Identify and solve surface force mission readiness issues related to fielded maritime capabilities using complex program analysis; provide managerial and technical support; execute risk management and systems engine and operational policies and practices;
5. Ability to partner with other organization that may have competing equities and communicate Navy's operational/tactical equities.
