You will serve as a Manager in the Software Information Technology Branch; Strategic Mission Analysis & Advanced Software Engineering Division; Strategic & Computing Systems Department
of NAVSURFWARCENDLD. If selected, you will serve as Branch Head.
This position is part of the Warfare Centers Personnel Demonstration Project. The salary range shown in the announcement represents all of the positions within the band, equivalent to the GS-14/15. The salary for this position may be limited.
Duties
You will provide administrative and programmatic leadership for the management and supervision of all aspects of the Software Information Technology Branch (A41).
You will support development of cyber-secure systems architectures and software development environments.
You will support research, development and integration of cybersecurity measures, system requirements, test and evaluation, network architecture and design, defense-in-depth technology and strategies, and software development and standardization.
You will plan, coordinate, and direct multiple technical projects in a team environment, including integrated support from a large contractor workforce.
You will develop, implement and execute a strategy for a branch level organization in an advanced distributed research and development, test environment.
You will be responsible for key financial and operational decisions that affect internal branch performance and external integration with other A Department organizations, as well as NSWC, Navy, and other DoD organizations.
You will perform the full range of technical and administrative supervisory functions, to include hiring, performance, development and evaluation, training, recommendations for promotion, and other personnel actions.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector leading computer-based technical projects for the design, development, test & evaluation, integration, or in-service sustainment of network architecture, system software, or cybersecurity measures.
