Duties
You will serve as a Financial Management Analyst in the Naval Sea Systems Command (NAVSEA) Engineering Directorate, NAVSEA 05 Technology Office (SEA 05T).
You will work closely with the Office of the Chief of Naval Operations (OPNAV) staff and various financial managers from multiple Navy Systems Commands (SYSCOM) on matters relating to budget, accounting, or financial management policy and procedures.
You will perform continuing program execution review, analysis, and appraisal of advanced manufacturing lines of accounting.
You will prepare and submit spend plans and monitor funds against the Office of Management and Budget (OMB) and Office of the Secretary of Defense (OSD) benchmarks.
You will prepare, track, and process funding documents in Navy Enterprise Resource Planning (ERP) and prepare funds allocation forms based on approved budget spend plans.
You will work closely with Advanced Manufacturing program managers to develop, review, and submit budgets throughout the budget submittal cycle.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will develop format and content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations.
Requirements

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of financial management principles to identify, analyze, and resolve problems in a variety of areas related to financial reporting.
