This position serves as a senior Budget Analyst assigned to Office of Financial Administration (OFA) at the national/headquarters office. The incumbent exercises authority for a significant program or function involving exceptionally large and complex budget activities. The budget is typified by complexities such as numerous sources and types of funding, consolidation of budget activities for multiple organizational echelons, multi-year procurements, and alternative methods of financing.

Duties

As a GS-14 Budget Analyst, you will perform the following duties: Oversee or conduct the development, preparation, and submission of detailed analyses, estimates, proposals, and justifications for annual funding needs for all current and out-year activities. Oversee the consolidation of lower-level annual and multi-year budget estimates and justifications for assigned organizations and/or programs into a single budget request. Review and evaluate the submissions from lower-level organizations. Complete analysis of payroll projections and full time equivalent (FTE) utilization associated with managing a salaries and expense account. Complete or review apportionments and allotments. Review and provide technical expertise for the design and operation of financial management controls systems to ensure effective and proper use of funds, including the development of apportionment, allotment, and reprogramming requests. Lead and/or conduct special analytical studies in support of a wide variety of organizational and management needs. Use automated financial management systems and automated software programs to create documents, reports, and spreadsheets. Certify the availability of funds in the automated financial system. Present budget and financial information in easy-to-understand formats. Present recommendations, provide technical advice and counsel, influence the implementation of findings or proposals, coordinate out year planning, and evaluate current year performance. Prepare narratives and special reports and make recommendations on programming actions.

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for the Budget Analyst, GS-560-14, as described below. Applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13). IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Possess a thorough, detailed understanding of accounting systems and data to prepare accurate financial status reports and monitor spending. Possess a thorough understanding of budget execution of a salaries and expense account to ensure funds are managed in accordance with appropriations law and federal guidance.
