Duties

Serves as member of the Commercial and Government Entity (CAGE) Program, Systems Management Office, providing program support in the sustainment, maintenance and upgrade of CAGE related IT systems and applications. Supports a variety of software development initiatives including: working with stakeholders to gather, define and manage requirements, and evaluate current system capabilities against requirements. Supports a variety of software development initiatives including: evaluate proposed solutions and design against requirements, and to develop and manage test plans and implementation guides of the proposed solutions to meet requirements. Works with business process owners, end-user representatives and functional analysts to understand business processes and how system capabilities can meet the needs of those business processes or be modified to better meet their needs. Works with business process owners, end-user representatives, functional analysts and other information technology specialists to identify, and to track and manage system related issues and outages. Works with business process owners, end-user representatives, functional analysts and other information technology specialists to report/communicate proposed resolutions to leadership in an efficient and timely manner. Advise program leadership on potential impacts, risks and risk mitigation strategies of IT systems, and applications. Advise program leadership on software tools and software development decision, plans, designs and specifications as they relate to business processes and system security. Evaluates information technology system management and software development business processes to ensure that they follow established standards. Evaluates information technology system management and software development business processes to ensure that they follow procedures, policies, regulations, and guidelines and provides recommendations on ways to improve system management processes

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Management of IT application maintenance, sustainment and capability enhancements. Management of software development requirements testing and implementation. Requirements gathering, definition and evaluation against business process needs and existing system capabilities. Troubleshooting of IT system outages/issues and efforts to find and implement resolutions in an efficient and effective manner. Evaluation of IT systems for potential operational and security risks, development of risk mitigation strategies and management of risk mitigation plans. Evaluation of IT systems and software development processes to ensure they comply with established standards, procedures, policies, regulations, and guidelines. Experience in Agile software development methodologies, including the ability to manage and prioritize a backlog, and facilitate Agile ceremonies such as sprint planning, daily stand-ups, and retrospectives Experience as a Scrum Master, including the ability to coach and mentor team members, remove impediments, and ensure adherence to Scrum principles and practices Experience in providing excellent customer service and working in an Agile environment, including collaborating with a Product Owner to prioritize and refine the product backlog, and delivering value to customers through frequent and iterative releases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
