You will serve as a Management and Program Analyst in the Records Management Branch, Code 1142 of PSNS and IMF.

Duties

You will assist in the development of recommendations designed to improve operational/administrative procedures for overall management improvement of assigned programs/projects. You will work on the following assigned programs: Records Management, Directives, Forms and Correspondence, Command Library or Official Mail. You will compile information into a report and present to higher-level employees for use in analysis and fact-finding. You will conduct interviews with command personnel regarding various command programs to gather information needed on procedures, processes, workflow, problems encountered, etc. You will assist command departments with developing and maintaining file plans, cabinets, binders and folders as required by the command records management program, ensuring proper labeling, no duplication, and proper disposition. You will assist in setting command policies and execution of programs of significant scope and mission impact.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting studies of departmental work processes to identify, analyze, and recommend solutions to problems and advise management on ways to improve the effectiveness and efficiency of work operations or program effectiveness. GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and analyzing data from various sources (references, directives, correspondence, instructions, subject matter experts) to assist in conducting studies on the use of resources, records management, or the effectiveness of programs. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education may substitute for specialized experience as follows:
GS-07:
Successful completion of one full year of graduate education, OR;
Successful completion of a bachelor's degree with superior academic achievement, OR;
A combination of experience and education as described above that equates to one year of experience.

GS-9:
Successful completion of a master's or equivalent graduate degree. OR;
Successful completion of two full years of progressively higher level graduate education leading to a master's degree. OR;
Obtained an LL.B. or J.D. that is related to the position being filled. OR;
A combination of experience and graduate education as described above that equates to one year of experience.
