Duties

You will provide the required production documents through planning work flow, estimating resource requirements, and production document generation for authorized work. You will be responsible for the production planning aspects of a given system, assembly, or group of systems. You will identify and develop detailed job summaries, component unit identifiers, component unit phases, production work documents, and task group instructions required to accomplish overhaul and repair to Ocean Engineering systems. You will prepare detailed production instructions for accomplishment of work and testing in accordance with established procedures, guidelines, and other technical direction. You will advise purchasing agents on clarification of contract requirements, required specifications, and other salient information necessary for successful procurement. You will identify the required processes, facilities, trade involvement, specialized equipment, and material necessary for work and test accomplishment. You will originate underlying technical documents upon which production documents are based.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

For GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as an Engineering Technician applying technology knowledge and practices to identify, evaluate, and resolve operational problems associated with mechanical systems in industrial applications. For GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector as an Engineering Technician applying technical knowledge and practices to evaluate, and resolve operational problems associated with mechanical systems in industrial applications. Additional qualification information can be found from the following Office of Personnel Management website: Engineering Technical Series 0802 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

OR

Education and Training:

For positions at GS-3 (or equivalent):

Successful completion of l year of post secondary study that included at least 6 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

For positions at GS-4 (or equivalent):

Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

For positions at GS-5 (or equivalent):

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Certification:

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
