You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP of NAVAIRWARCENAC DIV.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will develop, determine, and interpret of budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Performing as a Designated Agent for NAWCAD to authorize and accept funds within the meaning of 31 U.S. Code 1517; 2. Managing central mailbox. Experience preferred: prioritizing workload and delegating assignments to funding analysts or others; 3. Performing as Liaison to external customers/sponsors concerning funding document requirements, omissions, clarifications and other necessary, formal communique; 4. Experience preferred: reviewing of incoming funding documents for compliance with rules and regulations including Purpose Time and Amount; 5. Experience preferred: reviewing availability/sufficiency of funds, including period of performance and the "bona fide need" rule; 6. Incumbent must have in-depth working knowledge of Navy Enterprise Resource Planning (NERP) system, including Sales Distribution, Material Management, Project Structure Modules and the ability to extract, analyze, and interpret business and financial reports and all data contained therein. 7. Incumbent must have in-depth working knowledge of Navy Working Capital Funding and operating principles.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
