The primary purpose of this position: Responsible for content management for knowledge-based systems and processes supporting Air Force (AF) programs, specifically the Chief Data and Artificial Intelligence Office (CDAO) lines of effort in support of Air Combat Command (ACC).
Duties
Plans, organizes, and carries out the knowledge management activities of the CDAO/A6D, ensuring that systems comply with legal and regulatory requirements and meets customer needs. Develops goals and action plan steps to achieve the objectives as defined in the CDAO lines of effort (LOE), specifically the knowledge sharing objectives in the data discovery and connection LOE, as well as objectives in the data literacy, training, and outreach LOE. Researches, interprets, analyzes, and applies United States Code (USC), Congressional and Executive agencies', Department of Defense (DoD) Directives and Instructions, and AF policies and directives for relevant regulations surrounding data sharing.
Conducts specialized information research to support CDAO initiatives. Serves as the final evaluator responsible for the standardization of knowledge and information on ACC data and AI efforts across all staff elements, subordinate organizations, as well as higher and adjacent organizations as required. Performs final analysis of Frequently Asked Questions (FAQs), newsletters, blogs, websites or other knowledge sharing mechanisms, and reviews for content and standardization.
Directs and coordinates the CDAO KM program. Recommends policy and develops/recommends procedures for Customer Relationship Management (CRM) systems and integration of KM activities in CDAO workflows and systems. Studies, analyzes, and develops plans and methods to provide and continuously improve customer services, specifically supporting CDAO functions and communications with users.
Represents CDAO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with charter members of the CDAO data and AI program, across ACC staff, subordinate organizations, and higher headquarters such as the Department of the Air Force (DAF) CDAO. Serves as representative for a variety of councils, integrated process teams, working groups, and ad hoc forums at various levels.

Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying advanced knowledge of policies, procedures, rules, guidelines, pertinent laws, regulations, precedents that affect sharing of data and knowledge with users and stakeholders in a medium to large private industry, government (local or federal) or military organization to include Knowledge Management (KM) and Customer Relationship Management (CRM) concepts, processes, tools, foundation technologies, methodologies, and best practices. Additionally, skill in using knowledge of information technology program management theories, principles, and practices to carry out responsibility for knowledge information systems and programs including life-cycle processes, development, testing, acquisition, deployment, and support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a military agency's Services functions (e.g., morale, welfare activities) policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives, and administrative operations.
Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
Knowledge of Knowledge Management (KM), Case Management (CM), and Customer Relationship Management (CRM) concepts, processes, tools, foundation technologies, methodologies, and best practices.
Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques.
Ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations.
Ability to establish and maintain effective working relations which foster cooperation, awareness of individual differences, and teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDTIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
