You will serve as a Human Resources Specialist (ER/LR) in the Administrative and Resources Division of HQ US MARINE CORPS.
Duties
You will serve as a Labor and Employee Relations staff specialist with responsibility for assisting in planning and implementing of the Headquarters’ U.S. Marine Corps Employee and Labor Relations program.
You will advise management officials on matters pertaining to disciplinary and adverse actions, leave, and performance management issues. Develop case strategy which takes into account relevant precedents from various forums.
You will create case files and draft formal correspondence on disciplinary and adverse actions, and appeals.
You will represent the Human Resources Branch in attempting to resolve employee grievances under the agency and/or negotiated grievance procedures.
You will make assessments of the relevant facts in the grievance, identifying courses of action to resolve the matter and selling the solution to both management and grievant.
You will analyze and resolve particularly complex and sensitive problems and issues. Assess the potential impact and precedent-setting implications of pending disputes before third-party authorities.
You will assists parties in problem definition and assessment of alternative approaches to resolving problems.
You will be responsible for components of the labor management relations activities, including contract administration; negotiations.
You will assist and perform fact finding in connection with unfair labor practice charges and complaints of limited scope and complexity; and evaluate pertinent information and make recommendations for resolution.

Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing duties such as drafting formal correspondence on disciplinary and adverse action notices, performance-based problem notices, processing grievances and appeals; dealing with complex and sensitive conduct issues, and directly advising managers or supervisors on preparing disciplinary and adverse actions.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing duties in employee relations to include representing an entity in preparing of proposed disciplinary actions, assisting with decision letters in disciplinary cases, and conducting oral meetings relative to discipline and/or conducting or reviewing personnel misconduct investigations involving complex and sensitive conduct issues.

Education
GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
