You will serve as a HUMAN RESOURCES SPECIALIST (WORKFORCE PROGRAMS) in the USFF HR SERVICES BRANCH, EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will be responsible for administering, planning, developing and carrying out the full range of duties regarding the functional areas of Employee Benefits, Workforce Development, Performance Management and Leave Administration.
You will review, analyze, and interpret injury compensation standards established by Congress and Dept. of Labor.
You will provide advice/counsel on command policies and programs and is responsible for monitoring the DOD Performance Management Appraisal Program (DPMAP) for Shipyard.
You will administer the Leave Administration Program in accordance with applicable rules, regulations, instructions and guidance.
You will monitor and report progress of work and conveys team findings and recommendations to Supervisor.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing extensive knowledge and skill in applying the Employee Compensation Act (FECA) using Code of Federal Regulations (CFR), Department of Defense (DOD) and Department of the Navy's (DON) instructions.
Utilizing extensive knowledge and skill in Performance Management using CFR, Office of Personnel Management (OPM) guidelines, DOD and DON instructions.
Utilizing extensive knowledge and skill in Workforce Development using CFR, OPM guidelines, DOD and DON instructions, and other respected training organizations/entities.
Utilizing extensive knowledge and skills in applying the Family Medical Leave Act (FMLA), Paid Parental Leave (PPL), Voluntary Leave Transfer Program (VLTP), Questionable Sick Leave (QSL) and Letters of Requirement (LOR) for sick leave using CFR, OPM guidelines, DOD, DON and PNSY instructions.
Gathering, analyzing and interpreting information to arrive at a decision.
Communicating written and orally to present research and findings in the areas of workforce programs to develop trainings and prepare internal policies instructions.
