You will serve as a Human Resources Director in the Fleet Human Resources Office (FLTHRO), Portsmouth Naval Shipyard of the United States Fleet Forces Command. Incumbent provides oversight of all civilian personnel advisory services for a large, complex military installation. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Duties

You will be responsible for planning, developing and administering and effective civilian human resources program for a highly diverse workforce. You will serve as advisor to senior level managers, commanders and staff personnel, providing guidance and assistance in all areas of personnel management. You will implement and oversee a very robust, active and dynamic labor relations programs to include relationships with multiple locals with various national affiliations. You will direct the establishment and issuance of administrative and personnel management guidance for application within FLTHRO Portsmouth. You will be accountable for FLTHRO Portsmouth quality and quantity of work, regulatory compliance and effectiveness of service to management and employees. You will exercise delegated managerial authority and responsible for managing the work of more than 25 staff members. You will exercise delegated managerial authority to set a series of annual, multiyear or similar types of long range work plans and scheduled for in service or contracted work.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
