You will serve as a Deputy Human Resources Director in the Fleet Human Resources Office, Portsmouth (FLTHRO Portsmouth). You will provide personnel services for over 6,250 Navy civilian appropriated fund employees located at a large, complex, military installation and exercise delegated personnel management authority for all major Human Resources (HR) functions including Recruiting/Staffing, Employee/Labor Relations, Workforce Development, Classification/OWCP and HR Information Systems.
Duties
You will plan, develop and administer an effective civilian human resources program for a highly diverse workforce.
You will serve as an advisor to senior level managers, commanders, and staff personnel, providing guidance and assistance in all areas of personnel management.
You will work closely with commanders and Senior staff members, providing advice on recruitment and placement strategies, position management, labor relations and other related personnel matters.
You will assess the impact on personnel program requirements and advise or guide managers on course of action that will effectively assist management in discharging civilian personnel responsibilities.
You will advise as to regulatory and legal requirements of the personnel programs to management and employees of the command.
You will participate in all major planning decisions involving Mission requirements and their impact on the civilian workforce.
You will oversee a very robust, active and dynamic labor relations program to include relationships with multiple locals with various national affiliations.
You will keep abreast of employee satisfaction and morale; analyze other work force trend and changes in civilian personnel matters; and advise the Director of Civilian Human Resources, serviced commanders or managers of potential future problems.
You will direct the establishment, issuance of administrative, and personnel management guidance for application within FLTHRO Portsmouth.
You will identify problem areas, coordinates corrective action, and direct program changes to implement HR program improvements as necessary.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
