You will serve as a PROGRAM ANALYST in the Strategic Planning/Resource Management Division of COMNAVREGSW SDIEGO. GS-07 Pay Table = $55,836 to $72,588 GS-09 Pay Table = $68,297 to $88,786

Duties

You will be the technical business authority to Region Program Directors on business tools and processes, resource requirements and allocation to one or more appropriations and cost analysis activities across all region programs. You will develop guidance and planning factors, cost analysis and direct analysis support for region leadership to include trend analysis, performance and metrics tracking to support organizational and program goals. You will coordinate program reviews to include drafting of Region Integrated Priority Lists (IPL), algorithm oversight, business case analysis, risk assessment, and process analysis. You will develop implementation recommendations for Program Budget Decisions (PBDs); financial policies and appropriations language in support of mission and operational readiness.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to gather, organizes and maintains information or information management systems. Determines its importance and accuracy and communicates it by a variety of methods. 2) Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. 3) Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. 4) Formulates objectives and priorities and implements plans consistent with long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. 5) Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals. 6) Develop and present findings, reports or recommendations to analysts, employees, managers inside or outside of the organization, agency heads or other high-ranking officials. 2 full years of progressively higher-level graduate education leading to such a degree

LL.B. or J.D., if related

1 full year of graduate level education
