You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST.
Duties
You will supervise General Schedule (GS) personnel engaged in providing utilities budget and rate development and management, utilities payable (accounts validation and invoice certifications) and utility allocations.
You will identify developmental and training needs of employees and provides for needed development or training.
You will use qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
You will develop, manage and monitor the generation of purchase cost requirements and reporting of Public Works Utilities Invoices and Allocations.
You will support the formulation and distribution of Public Works Utilities Products and Services, and monitors, tracks, and reports on utility allocations by examining trends, and through continuing dialog with program officials and their staff.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing support to leadership in the overall day-to-day management; 2) Performing in-depth analysis and providing objectively based information to execute all business operations; 3) Making recommendations on decisions involving resource management, workload execution, workforce shaping, and metrics reporting; 4) Analyzing productivity, workload and program accomplishments; and 5) Preparing business analytic reports showing status of business line resources, trend analysis of rates of outflows, comparisons of actual performance to the projected plan and variances as input to the annual/multi-year/long-range planning, and development of annual work plan(s). **NOTE** This information must be supported by your resume in order to be considered for the position.
