Duties

You will oversee critical functions in requirements analysis, automated supply systems, and Information Technology (IT) processes. You will oversee all facets of Information Technology (IT) processes, from analysis to implementation to maintenance. You will oversee designing and maintaining multi-user databases, optimizing database performance, and ensuring compliance with data management standards. You will oversee strategic planning, implementation, and governance of Information Technology (IT) infrastructure services and design. You will serve as the primary liaison for major enterprise-level programs within the NAVSUP Enterprise, overseeing project training, planning, and implementation. You will attend and represent the Command at high-level meetings, conferences, and seminars conducted within the Command. You will perform the duties of a first level supervisor including planning work to be accomplished by subordinates, set short-term priorities, and preparing schedules. You will establish and execute Quality Assurance (QA) plans to certify programs for release.

  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

One year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1. Demonstrated experience in IT support or systems administration, with experience in supervision or team lead roles. 2. Strong leadership skills, with demonstrated ability to lead and motivate a team, manage performance, and drive professional development. 3. Excellent verbal and written communication skills, with the ability to convey technical information to non-technical stakeholders and subordinates. 4. Experience managing DoD procurement systems is preferred but not required, including the development and implementation of project plans or agile backlogs that align with organizational goals and ensure effective resource utilization. 5. Proven ability to lead system enhancements and data migration efforts, defining project scope, deliverables, and technical requirements for transitioning legacy systems to modernized platforms. Experience with procurement systems is preferred. 6. Strong technical expertise in procurement system integration and data migration is preferred, managing the full lifecycle of procurement applications to ensure seamless data transfer, system functionality, and adherence to federal acquisition regulations. 7. Demonstrated capability in managing project budgets, controlling costs, and providing financial reports to ensure projects remain within allocated resources. 8. Experience in stakeholder management, effectively communicating project updates to senior leadership and facilitating collaboration among cross-functional teams to ensure alignment and project success. Specialized experience must demonstrate the four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
