You will serve as a FINANCIAL MANAGEMENT ANALYST in the Program Executive Office (PEO Ships), Business and Financial Management Division of the Amphibious Auxiliary and Sealift Program Office of PROGRAM EXECUTIVE OFFICE SHIPS. You will plan, design, acquire, manage, and sustain affordable and supportable current and future amphibious ships that are delivered within budget and on schedule to approved requirements in a high state of material and mission readiness.
Duties
You will monitor contractual problems during acquisition, design and construction of ships and associated material and services as well as coordinate with Contracting Officer and Office of Legal Counsel.
You will review and coordinate modifications to requirements including specifications, statements of work, and other contract and acquisition documentation for follow-on procurements of ships and services contracts.
You will develop or coordinate development of documentation to support reviews and conduct or coordinate studies, cost estimates, and analysis in response to OSD/ASN/PM/PAPM tasking as directed.
You will analyze causes for terminations, that were not prescribed by policy and provide evaluations and recommendations of such cases to the Program/Project Manager responsible for the mission.
You will prepare a report on the review and present it to top-level management officials and defend recommendations made when opposed and provides alternative recommendations should management disagree over some aspects of the report.
You will translate technical requirements into properly programmed and phased budget requests, and then into appropriate funding vehicles and procurement requests.
You will initiate contract actions, reconcile aged transactions and accounts, report on the overall status of assigned hull funding and phasing, and maintain a thorough requirement picture across all major categories.
You will interact with a broad range of financial, contracts, and technical personnel within the Program Office, NAVSEA, and the Prime Contractor.
You will advise management on best course of action to take for accomplishing goals in accordance with prescribed priorities, time limitation, funding and other resource limitations.
You will serve as a headquarters expert on program/project analysis, develop analytical guidelines used by other analysts at headquarters and field, represents the organization at policy and planning sessions held within and outside the Navy.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial and budgetary data to make recommendations on the allocation of funds to management in support of Ship Programs.
