You will serve as a FINANCIAL MANAGEMENT ANALYST of SOUTHWEST REGIONAL MAINTENANCE CENTER. This is a RE-ADVERTISEMENT of Announcement Number:ST-12579479-25-CW. Applicants that have previously applied NEED to re-apply to this announcement.

Duties

You will disseminate budget requirements to department heads and program managers and gather budget information as needed. You will review the use of funds by program to ensure compliance with budget policies and to ensure the command priorities are carried out. You will assist in the development of the annual budget, display civilian End Strength (E/S) and Full Time Equivalent (FTE) requirements on the various budget submissions. You will prepare and ensure proper maintenance of the civilian ceiling controls and monitor on board civilian manpower count. You will prepare and analyze the labor reports to track labor assets and shortfalls to phasing plan. You will prepare detailed plans, budgets, and schedules for assigned programs and/or participate with management in fiscal planning, for integrating requirements into the annual Program Objective Memorandum (POM). You will prepare Department of Navy (DON) Budget Exhibits: OP-32, CIVPERS.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing budget, accounting, and financial management programs to provide guidance and recommendations to resolve problems within an organization. For GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing budget, accounting, and financial management programs to assist with resolving problems within an organization. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
