You will serve as a Financial Management Analyst in the Corporate Operations Branch of COMNAVSURFMINEWARDEVCEN.
Duties
You will develop budgets based on analysis of funding authority, past and current budget execution trends, and analysis of financial programs.
You will formulate budgets as well as estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities.
You will control and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.

- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR GS-13 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level, GS-12, or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience leading or advising on the principles, practices, laws, reporting, and regulations of budgeting or financial management using systems such as Standard Accounting, Budgeting and Reporting System (SABRS) and Command Financial Management System (CFMS), in order to sustain operations and resolve critical problems to meet organization goals and objectives...
